The aim of the establishment of National Human Rights Institutions should be to promote and protect human rights, through effective investigation of broad human rights concerns and individuals' complaints about human rights violations they have suffered, and through making recommendations accordingly. Amnesty International has developed recommendations which are based on the organization's observations of NHRIs, and their impact throughout the world. This document includes examples of good and bad practice.
