This paper briefly outlines Amnesty International’s concerns on South Korea for the benefit of ministers attending the ASEM meeting in March 1999. Areas of concern raised are the death penalty, the National Security Law, migrant workers, trade unionists and the establishment of a National Human Rights Commission.
