In this briefing Amnesty International assesses Serbia’s implementation of Article 11 of the International Covenant on Economic, Social and Cultural Rights, focusing on its failure to guarantee the right to adequate housing to Romani people without discrimination. Since 2009, Amnesty International has documented a pattern of forced evictions of Romani communities in Belgrade. It has found that the resettlement provided to communities who have been forcibly evicted does not meet international standards relating to the adequacy of housing and, in a number of cases, contributes to further segregation of these communities.
