Bosnia-Herzegovina: All the way home: Safe “minority returns” as a just remedy and for a second future

The General Framework Agreement for Peace in Bosnia-Herzegovina, (also known as the Dayton Agreement), guarantees the right of all refugees and displace persons “freely to return to their homes of origin” but AI is concerned that this is being undermined by the internal authorities and the international community. Unless this situation is rectified, AI believes that the human rights violation of mass expulsion will have been allowed to persist.
