Azerbaijan: The Contracting Space for Freedom of Expression

This briefing summarizes Amnesty International’s concerns regarding the failure of the authorities in Azerbaijan to guarantee freedom of expression in accordance with their international commitments and obligations. First, the organization has received numerous reports regarding the harassment, including physical abuse, of journalists by law enforcement officials. Second, unidentified actors have carried out a series of violent attacks on journalists which have resulted in life-threatening injuries or even death. These incidents have not been effectively investigated. Third, Amnesty International has received information indicating that there has been an increase in the number of politically motivated arrests.
