It highlights the use of laws and practices which obstruct access to lawyers and relatives of suspects and accused persons, and facilitate torture and ill-treatment. The document sets out other administrative and judicial shortcomings in prevention and investigation of allegations of torture or other ill-treatment, and concerns about conditions of detention.
