This briefing is submitted by Amnesty International in the context of the Human Rights Committee’s procedure for follow-up to concluding observations in relation to the Russian Federation. Amnesty International’s research shows clearly that the Russian authorities continue to fail to fulfil fully their obligations under the ICCPR, and in particular to demonstrate substantive progress with regard to a number of key issues identified by the Committee in its concluding remarks.
