This report examines the specific issue of race-related torture or ill-treatment by state agents in Spain between 1995 and the beginning of 2002. Amnesty International addresses concerns about "racial profiling" - unfair treatment by law enforcement officers, including stops and searches, on the basis of race or ethnic origin - deaths in custody, rape or sexual assault of women in police custody, arbitrary detention, the expulsion and ill-treatment of children, ill-treatment during forcible or mass expulsions, the failure of police to protect against racist violence, and the issue of impunity.
