This briefing summarizes Amnesty International’s concerns about the failure of the French authorities to take adequate measures to prohibit torture and other ill-treatment, including by ensuring the prompt, independent, impartial and effective investigations into allegations of torture and other ill-treatment and bringing those responsible to justice, as required by Articles 7 and 2 of the ICCPR, respectively. The briefing also highlights Amnesty International’s concerns about violations of the absolute prohibition against returning individuals to countries where there is a real risk of torture or other ill-treatment.
