This summary deals exclusively with Amnesty International's concerns with regard to shootings, killings, torture and ill-treatment by French law enforcement and prison officers. Many of the victims are of non-European ethnic origin and include a group of Chinese refugees who were fired at with rubber bullets. This situation is being compounded by lengthy delays in judicial enquiries and effective impunity for the abusers. Many officers in these cases are protected under the law of legitimate defence.
