In this joint letter Amnesty International, Human Rights Watch and the International Crisis Group decline their invitation to appear before Sri Lanka’s Lessons Learnt and Reconciliation Commission (LLRC). The organizations consider that the Commission not only fails to meet basic international standards for independent and impartial inquiries, but it is proceeding against a backdrop of government failure to address impunity and continuing human rights abuses. In addition to these broader failings of the government, the organizations believe that the LLRC is deeply flawed in structure and practice.
