Amnesty International is submitting this briefing ahead of the examination of the Philippines’ periodic report on the implementation of the International Covenant on Civil and Political Rights. The organization expresses concerns about the lack of implementation of the Anti-Torture Act of 2009, the continuing practice or complicity in torture and other ill-treatment by military and police officials, extrajudicial executions and enforced disappearances. Furthermore, the organization is concerned that despite commitments to protect women’s rights and improve maternal health, abortion remains criminalized.
