India: A vital opportunity to end impunity in Punjab

In 1996 in response to two petitions filed in the Supreme Court containing allegations of human rights violations in Punjab, the Court ordered the National Human Rights Commission to examine the allegations. To date no investigation has been carried out. This document examines the background of this situation and the response of the NHRC to the Supreme Court’s order and demonstrates how India is failing to fully implement its international obligations.
