Amnesty International has prepared this briefing for the Committee against Torture (CAT) to assist their consideration of China’s fourth periodic report under the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment. In line with Amnesty International’s current priorities for research and action, the scope of this briefing is confined to mainland China and excludes the Special Administrative Regions of Hong Kong and Macao.
