China: Policing and the Prevention of Torture

Torture is banned in all circumstances by international law. Any government that allows it to continue is responsible under international law, as well as the perpetrators. In examining China’s police force, this paper refers to provisions against torture in Chinese law and to China’s international obligations on this issue. The paper also cites rules against torture set out in international law and the safeguards required by law to help prevent torture.
