Myanmar (Burma): Continuing killings and ill-treament of minority peoples

Evidence gathered by Amnesty International in June and July 1991 suggests that the Tatmadaw (Myanmar armed forces) continue to seize, ill-treat and kill members of ethnic and religious minorities in rural areas. These violations occur in the context of counter-insurgency campaigns against armed groups among minorities such as the Karen, Mon or Indian peoples, who oppose the central government (SLORC). This paper focuses on violations reported since 23 February 1990, the date campaigning for the 1990 general election began. Deliberate killings and torture of people seized and forced to work as porters for the tatmadaw, or to clear mines, are described in this paper, as are similar violations of people suspected of involvement in armed opposition groups.
