Civilians have paid a heavy price in the ongoing armed conflict. They have been targeted by the Taleban, and have also been caught in the crossfire between the Afghan army and foreign forces on the one side, and the Taleban and other armed groups on the other. This report focuses on serious violations of international humanitarian law and human rights abuses perpetrated by the Taleban between January 2005 and March 2007, including threats, intimidation and attacks on civilians and schools, suicide bombings, abductions and executions. The report makes recommendations to all parties to adhere to international humanitarian law.
