In this document Amnesty International recommends that President Clinton should stop the imminent federal execution of Jan Raul Garza and commute his and all other federal death sentences. It examines the various disparities in the federal captial justice system including the factors of racial discrimination, failure to protect the mentally ill and the double standards experienced by foreign nationals. The report uses the cases of David Ronald Chandler and Louis Jones to illustrate these points.
