This report discusses the International Court of Justice (ICJ) judgment on a lawsuit brought by Mexico on behalf of its nationals arrested by hte USA. The ICJ decision was handed down on 31 March 2004. It found that the USA had violated its international obligations under the Vienna Convention on Consular Relations (VCCR) in 51 of the 52 cases of the Mexican nationals.
