Peru: Human rights during the government of President Alberto Fujimori

This report documents AI’s concerns about human rights violations in Peru, which appear to continue despite statements by President Fujimori and representatives of his administration that human rights are to be fully respected. It reviews developments under the former Fujimori government and comments on events since the dissolution of Congress in April 1992. The violations described include “disappearances”, killings, torture, intimidation, attacks and arbitrary detention of political opponents; victims include peasants suspected of collaborating with armed opposition groups, human rights defenders, journalists, politicians, lawyers and trade unionists. Abuses by the principal armed opposition group, “Sendero Luminoso” and the MRTA, are also reported.
