This report expresses concern at Peru's amnesty laws passed in June 1995. It regards these laws as contributing to "the institutionalization of impunity" by stipulating that investigations and judicial proceedings linked to unresolved gross human rights violations can be closed, and rendering ineffective those few sentences handed down to human rights violators.
