Amnesty International is addressing this memorandum to the Government of Mexico and both chambers of the Mexican Congress to call for Mexico’s domestic legislation to be brought into line with its international legal obligations. Amnesty International believes that two of the most important issues on the legislative agenda are: constitutional reforms to clearly recognise in domestic law the obligation to respect and ensure the human rights enshrined in the treaties ratified by Mexico; and reform of the Code of Military Justice.
