President Portillo promises to abolition the EMP by 1 November this year, just as he leaves office. Amnesty International is concerned that he fulfil his promise, and that abolition is not merely a cosmetic name change, but that new agencies established to carry out legitimate intelligence activities are subject to appropriate civilian control and monitoring. AI is also calling for all members and former members of the EMP implicated in human rights violations to be brought to justice. \n
