Cuba: Hundreds imprisoned for “dangerousness”

AI has received reports since August 1993 of the detention of large numbers of people in Cuba under a legal procedure entitled “The dangerous state and security measures”. Although the ostensible justification for the increased use of this legislation was to combat common crime, AI is concerned that the real reason for its application is in many cases political. Many of the cases reported are of known members of unofficial political or human rights groups who have in the past received warnings or been detained for their activities. This report gives information about the penal procedures in these cases and about people detained for “dangerousness”.
