The installation of a new government in May 1994 in Togo raised hopes that respect for human rights in Togo would improve. It was hoped that the new government would investigate past violations by the security forces. So far, however, this has not happened. This report looks at allegations of violations by the security forces during the election period, including deaths in custody of opposition supporters, extrajudicial executions by soldiers in January 1994; the killing of MP Gaston Aziaduvo Edeh and two other political activists; “disappearances” in Adetikope; and the detention and torture of Akuete Kodjo, an opposition activist. It also examines cases of political prisoners, including: Corporal Nikabou Bikagni; military detainees held since March 1993; Kokou Okessou Mbooura; members of the UFC; and Martin Dossou Gbenouga.
