Kenya: Charles Rubia, a prisoner of conscience

The above-named, aged 62 years and a former cabinet minister and mayor of Nairobi, was arrested on 4 July 1990 and detained the next day under public security regulations which allow the indefinite detention without charge or trial of those thought to be a threat to the security of the state. Charles Rubia has been vocal in the campaign for multi-party democracy in Kenya. Details about his arrest and imprisonment are given in this report. Charles Rubia is believed to be held in Kamiti Maximum Security Prison near Nairobi. His health is reported not to be good. Conditions in the prison have been described by other prisoners held in the same section as “inhumane and disgusting”.
