The above-named, a former Member of Parliament, aged 58, was arrested on 4 July 1990 outside his office in Nairobi. He was detained under Public Security Regulations which provide for indefinite administrative detention of anyone accused of endangering state security. This document gives the background to his arrest, namely his campaign for the introduction of multi-party democracy in Kenya. The circumstances of his arrest and detention are also described, and the arrest and detention of two others around the same time (Charles Rubia and Raila Odinga) are noted. Kenneth Matiba is now held in Kamiti maximum security prison in permanent solitary confinement. He is said to have been denied medication prescribed for high blood pressure.
