The purpose of this report is to analyze the causes and sequence of events that led to the clashes with demonstrators in November 2004 and January 2006, which involved units of the French army and UNOCI, as well as incidents involving Ivorian government forces. Amnesty International is not in a position to definitively allocate responsibility for violations of human rights. Accordingly, the organization is calling for these matters to be examined by independent inquiries whose findings are made public. This report concludes with important recommendations to the Ivorian and French authorities, as well as to UNOCI.
