This report analyses the context of the war in Guinea-Bissau, showing how lack of government accountability, as well as regional influences, were significant causes. It describes the pattern of human rights abuses through each phase of the war and examines the chronology of peace-making efforts by intergovernmental organizations which apparently paid little attention to human rights. The document shows how individuals and civil society groups actively promoted human rights, even at considerable risk to themselves. It includes a section of recommendations to the government and to the international community.
