AI believes there can be no lasting peace after 19 years of civil war in Angola unless the cycle of impunity is broken. This report examines the human rights provisions of the Lusaka Protocol which was signed in 1994 and recommends practical measures which could be taken by the parties involved in the conflict and by the UN to bring abuses to an end.
