Amnesty International has learned with extreme concern that 15-year-old Şerif Yılmaz has gone missing.
The organization had believed that both brothers had been committed to prison, but it has just received information that Şamil Yılmaz was released from detention and went home, but that Şerif Yılmaz was not released. His whereabouts remain unknown and there is serious concern for his safety.
Şerif Yılmaz was detained on 1 September 1995 at his mother's house in the Kulludere district of Hizan, province of Bitlis. After an initial period of unacknowledged detention, on 25 September the Bitlis Provincial Gendarmerie Headquarters acknowledged that both Şerif and Şamil Yılmaz were being held there. The prolonged incommunicado detention of 15-year-old Şerif Yılmaz by the gendarmerie was in breach of Statute 2253 of Turkish law which requires that minors are questioned by the prosecutor only and that their next of kin are promptly informed of their whereabouts.
FURTHER RECOMMENDED ACTION: Please send telegrams/telexes/faxes/express/ airmail letters in English or in your own language:
- expressing concern for the safety of Şerif Yılmaz, a 15-year-old, who was detained on 1 September in Bitlis province and whose whereabouts are currently unknown;
- calling for immediate action by the authorities to establish his whereabouts and to make this information public;
- urging that, if in detention, he be treated humanely in accordance with international standards.
