Accused of organising several protests after Falun Gong had been banned. The date of Li Jianhui's trial was reportedly changed after pressure was put on his lawyers not to plead ''not guilty'', they were told that they could only ask for leniency. Reports also say that 9 Hong Kong journalists who tried to cover the trial were detained.

On 2/11/99 while detained at Kaiping Labour Camp, Tangshan city, Hebei province, ten practitioners were reportedly ill-treated during a ''re-education session'' for refusing to give up their Falun Gong practice. The following day they began a hunger strike, were force-fed and further ill-treated. On 15/11/99 reportedly transferred to a labour camp in Shijiazhuang city
