USEFUL INFORMATION: The Learning and Impact Assessment Unit is part of the Office of the Secretary General, report to the Executive Deputy Secretary General and comprised of a flexible, innovative and responsive team promoting and developing areas of organizational development (OD). This full time post requires close working with other staff of the Unit and a willingness to work across the organization as a whole. Occasional weekend work and some international travel are required as is a willingness to work flexibly

JOB PURPOSE:  Provide support to International Secretariat management and to the Amnesty International movement as appropriate, to strengthen the organization’s effectiveness, efficiency, sustainability, relevance and accountability and to enable organizational learning in order to maximize Amnesty International’s human rights impact

DEPARTMENT PURPOSE: The Learning and Impact Assessment Unit provides the support, policy advice, research, key services and functions that enable effective organizational learning, planning, evaluation, impact assessment and accountability for the International Secretariat, and as appropriate for the wide Amnesty International movement

ORGANIZATION PURPOSE:  The International Secretariat, which operates from a number of sites around the world, gathers and communicates accurate and action-oriented human rights information globally.  We campaign for meaningful human rights change; enable effective human rights activism and work to persuade governments and other actors to uphold universal human rights standards.  We provide strategic leadership, support and advice to the Amnesty International movement globally, fostering Amnesty International’s contribution, presence and public accountability throughout the world.

Main Responsibilities

  1. Maintains a strategic overview of these issues by researching and monitoring trends in the external environment and maintaining own professional development so that on this basis high quality input can be given to the relevant organizational systems and processes.
  2. Develops relevant policy and promotes effective frameworks ensuring these are embedded at each stage of the project cycle; engaging staff in critical thinking about strategic and operational choices in order that the global effectiveness and impact of Amnesty International’s work can be assessed.
  3. Supports and advises on strategic and operational planning processes, systems and tools for the International Secretariat and in the wider Amnesty International movement; helping to mainstream, into the organizational culture, the relevant good-working practices, standards and approaches; ensuring these are monitored and evaluated for continuous improvement.
  4. Promotes internal and external communication in order to foster the International Secretariat’ and Amnesty International’s learning culture; acting as a focal point for organizational change and change management and representing Amnesty International externally as appropriate.
  5. Builds the capacity of the International Secretariat and progressively the Amnesty International movement in these areas, producing user friendly resource materials and providing for general learning needs in order to support high quality performance.
  6. Provides evidence based analysis including qualitative and quantitative assessment of the implementation and progress of the work of the organization.
  7. Provides detailed support and advice to projects of particular importance to Amnesty International.
  8. Contributes to the Unit’s flexibility, providing cover for Unit staff as agreed; participate as appropriate in project teams both within the Unit and/or across the International Secretariat or Amnesty International.
  9. Carries out own administrative tasks related to the post in accordance with the agreed guidelines for self-servicing.

WHAT DOES SUCCESS LOOK LIKE IN THIS JOB?

  • Success in this post will lead to staff and managers being skilled, able, motivated and committed to the application of high standards in the areas of planning, evaluation, impact assessment, learning and accountability.
  •  The International Secretariat’ and in the wider movement’s policy and practice infrastructure for the relevant functions will be strengthened.
  •  The International Secretariat and Amnesty International in general will progressively develop a stronger evidence base for the assessment of its human rights impact; leading to more accurate analysis of this and greater transparency in reporting of these results publicly.

SKILLS AND EXPERIENCE

  • A relevant tertiary qualification; for example in social science; political science; international development; organizational development; management theory; adult education; quantitative and/or qualitative analysis;
  • Proven working knowledge of the theory and concepts associated with planning, evaluation, impact assessment, organizational learning and accountability.
  • A minimum of five years experience working in complex organizations;
  • Developed computer literacy, being familiar with word processing; presentation and analytical software;
  • Proven ability to function effectively and constructively in a multi-cultural working environment and as part of a formal team or unstructured group;
  • A demonstrated willingness to receive and give performance related feedback;
  • Excellent verbal and written communication skills;
  • Proven ability to work under pressure including the ability to cope with deadlines, multiple tasks, and competing demands;
  • Written and verbal fluency in English and in preferably one or more additional languages.

Terms and conditions

Salary: Full time salary of £37,584 per annum
Hours: 35 hours per week
Location: Clerkenwell, Central London
Contract duration: Fixed term contract until 4th January 2011
Holidays: Full time staff receive 27 days per annum plus two Amnesty International grace days and statutory and national public holidays .
Office hours: 09.30 - 17.30 or 10.00 - 18.00 by arrangement.
Life insurance: 4 x gross salary.

Health and Safety: All staff are required to comply with Amnesty International's policy and rules relating to Health and Safety and its security regulations at work.
Probation: A 3 month probation period will be included in the contract for this position.
Pension: After six months of service you will be automatically enrolled in the Amnesty International Superannuation Scheme.  This is a defined contribution to which Amnesty International contributes 7% of gross salary and will match individual employee contributions up to an additional 3%.
Relocation:  A generous relocation assistance package will be available for staff members (and their dependents) recruited from over 80 km/50 miles from the International Secretariat office in which the post is based.
Work Permit: Should it be possible to obtain a UK work permit for this post?  No, this post has not been widely advertised and therefore we would not be able to sponsor non-EEA workers.
