European Court of Human Rights: Civil society petition "Fees: a barrier to justice" (with list of signatories as of 19 April 2011)
In this petition non-governmental organizations call on the Member States of the Council of Europe to reject the proposal to impose fees on individuals who file an application to the European Court of Human Rights seeking redress for violations of their human rights guaranteed under the European Convention on Human Rights. Imposing a fee on applicants to the European Court of Human Rights may deny victims of human rights violations access to justice, based on their ability to pay.
