Retired civil servant Bernardin Mbandi, who held an influential post during the government of President Mobutu (1965-1997), was arrested on 22 January 2009 at his home in the capital, Kinshasa. He has been held incommunicado since then, putting him at risk of torture and other ill-treatment.
