USA: Updated briefing to the Human Rights Committee on the implementation of the International Covenant on Civil and Political Rights

This briefing builds on Amnesty International’s previous submission to the Committee from September 2005, which summarized the organization’s principal concerns regarding the counter-terrorism measures taken by the USA following the attacks of 11 September 2001 as they related to the state party’s obligations under the Covenant. It expands on a number of the issues raised in the earlier submission and provides additional information relevant to other areas of the implementation of the Covenant by the state party, which are not directly related to the USA’s counter-terrorism measures.
