Hong Kong and human rights: Flaws in the system: A call for institutional reform to protect human rights

This report examines the lack of accessible, affordable and effective remedies in Hong Kong for people who wish to bring a complaint alleging human rights violations. The governments of the United Kingdom and Hong Kong have been bound by the ICCPR since 1976 to establish remedies that are effective in practice for all victims of human rights violations in Hong Kong. This is a minimum international treaty obligation and therefore a legal imperative of the present, not an aspiration for the future. The report also highlights the need for much greater priority and resources to be given to human rights promotion, education and training programs.
