Pakistan: Legalizing the impermissible: The new anti-terrorism law

Amnesty International believes that the Anti-Terrorism Act, passed by parliament on 13 August 1997, is seriously flawed as it contravenes several legal safeguards of the Pakistan constitution and law as well as international human rights standards. This document describes the political background to the introduction of the Anti-Terrorism Act, summarizes it and analyses its provisions against the backdrop of international human rights standards. It also contains a list of recommendations.
