Ukraine: Time for Action: Torture and Ill-treatment in Police Detention

In this document Amnesty International expresses its concern that people in police custody in Ukraine continue to be subjected to torture and ill-treatment. The examples in this report cover the period 2001 to June 2005, and show that despite statements by the new government showing their willingness to tackle the problem of torture and ill-treatment decisive action has yet to be taken. There is effective impunity for acts of torture and ill-treatment in Ukraine.
