Turkey: Unfulfilled promise of reform

Human rights abuses in Turkey continue in spite of government promises of a “renaissance of human rights”. This report documents continued “disappearances”, medical confirmation of torture and death in custody, extrajudicial executions and political killings in Turkey. It recommends three key reforms; the abolition or reform of Article 8 of the Anti-Terror Law which punishes “separate propaganda” with up to 5 year’s imprisonment, prompt access by all detainees in police custody to legal counsel and the shortening of the maximum police detention period so that all detainees are brought “promptly” before a judge. The report also describes how armed opposition groups continue to attack and kill civilians.
