Timor-Leste: Justice delayed, justice denied: Amnesty International submission to the UN Universal Period Review, October 2011

In this submission, prepared for the Universal Periodic Review of Timor-Leste in October 2011, Amnesty International raises concerns about the failure, more than eight years after acceding to the Rome Statute, to enact legislation providing for co-operation with the International Criminal Court. The organization is also concerned about the persistent culture of impunity for crimes against humanity and other human rights violations that occurred during the Indonesian occupation of Timor-Leste between 1975 and 1999.
