This document provides information on the findings of an Amnesty International (AI) delegation which visited Sri Lanka in early June 1991 to assess the human rights there. The delegation found substantial evidence of large scale extrajudicial executions and “disappearances” in the northeast since June 1990. The evidence gathered indicates that the security forces and Muslim or Tamil armed groups cooperating with them, apparantly acting with an almost total sense of impunity, have arbitrarily detained and killed thousands of people, mostly Tamils, since the fighting began. Reports of abuses by the armed opposition Liberation Tigers of Tamil Eelam (LTTE) were also investigated: their victims include Sinhalese and Muslim civilians, police and others in government service.
