Mongolia: Continuing legislative reform

This document details AI’s concerns with regard to the new Constitution which entered into force in Mongolia on 12 February 1992. AI submitted a memorandum on the draft Constitution to the standing legislature in August 1991 and an AI delegation attended a conference in Mongolia on the draft in September 1991. The final text includes many principles advocated by AI and others. Outstanding AI concerns include: the death penalty; conscientious objection; restrictions on and derogations from fundamental rights and freedoms; prohibition of torture and cruel, inhuman or degrading treatment or punishment; safeguards for those deprived of liberty; redress for alleged violations; the legal status of aliens; freedom of expression, assembly and association and the right to a fair trial.
