Amnesty International submitted this report to the Royal Commission in January 2005. Through its analysis and recommendations, the organization sought to contribute to deliberations on the nature and scope of police reform in Malaysia by drawing on key principles related to human rights-based policing elaborated in international standards. The report begins with a discussion of international standards related to policing. It goes on to discuss briefly the political and social context that has influenced the development of the RMP. A description of the reported human rights violations by police officers follows. The document concludes with Amnesty International's recommendations for reform.
