Guyana: Human rights and crime control: Not mutually exclusive

This report details Amnesty International's concerns about the recent Criminal Law Offences (Amendment) Act which was passed in September 2002. These concerns inlcude the new offence of "terrorist act", the possible undermining of legitimate expression of rights and theextension of scope for the daeth penalty.
