In this document Amnesty International makes recommendations to Technical Committee, created as an initial step to address the lack of accountability for those responsible for human rights violations and crimes under international law in Burundi. The Technical Committee’s mandate is to make recommendations to establish a Truth and Reconciliation Commission (TRC). The TRC should be part of a broader, long term and comprehensive government action plan and should not be considered as a substitute for judicial process to establish individual criminal responsibility.
