France: Preliminary briefing to the UN Committee against Torture, November 2009

Amnesty International submits this briefing for consideration by the Committee against Torture (the Committee). The document summarises some of Amnesty International’s main concerns about France’s failure to implement its obligations under the Convention. These concerns include human rights violations allegedly committed by law enforcement officials. Amnesty International is also concerned that French legislation fails to provide adequate protection against torture and other ill-treatment. Deportation and the living conditions in administrative detention centres for migrants and asylum-seekers are other concerns raised.
