Togo: Time for accountability: The pressing case for an international commission of inquiry

This document describes the practice of arbitrary arrests and detentions followed by torture and ill-treatment, as well as deaths in custody and harsh detention conditions in Togo over the last four years. It gives details of the position taken by journalists and human rights activists to the information published by Amnesty International in May 1999, many of who confirm the reports of gross human rights violations carried out with impunity by the security forces. The appendix contains photocopies of newspaper articles and reports of human rights defence organizations which support Amnesty’s claims.
