Revising the Standard Minimum Rules for the treatment of prisoners: Amnesty International briefing recommending inclusion of ‘sexual orientation’ and ‘gender identity’ as prohibited grounds for discrimination in prisons

Amnesty International is submitting this briefing to the 2nd Meeting Open-ended Intergovernmental Expert Group on the Standard Minimum Rules for the Treatment of Prisoners (SMR). The purpose of this briefing is to highlight a single issue: the need to include ‘sexual orientation’ and ‘gender identity’ as prohibited grounds for discrimination in any widening of the list of prohibited grounds currently in Rule 6(1) of the SMR.
