Thousands of people have been detained worldwide in the context of the “war on terror” announced by President Bush after the attacks in the USA of 11 September 2001. Since the atrocities of that day, which claimed some 3,000 lives, Amnesty International has called on governments everywhere to ensure that a strict respect for human rights principles remains at the heart of their search for justice and security, whether conducted unilaterally or in cooperative effort. This report, consisting of a series of brief semi-standalone chapters on issues relating mainly to foreign detainees in US custody outside the USA, updates Amnesty International’s concerns about the policies of the United States authorities in this regard.
